Khawja Saraan kuch aur hota hya and Khusra kuch aur.... jis bandy ka koi gender hi na ho it is not possible medically, there are ambiguous cases k jahan pata nhi chalta but a lot of tests are there to confirm original gender and treatments are there to correct that problem in very beginning like during 1st week of newborn.
but let say k koi banda jiska ilaaj nhi ho paya and he/she has both human organs of male and female, to they fall under "Intersex" category, jinka name hi nhi hy bill mein. ok i dont have like that kinda account but ill tell the story here....what happens that one time i wake up from sleeping its like 3 am or whatever and i come and i go to the lounch i see somebody white and im like who is there.. no reply.. so then i go back to sleep. I wake up an hour later i see the white person one more time but this time its more closer.. i say whos there.. no reply. So this time i go and like touch it but.. its like full flat blanket it even got the shape but its full flat blanket. Firstly the text that Talha is reading is not even in the bill. I don't know from where is he reading. If you have the link of that document please make it public.
Secondly I have the copy of bill that is passed from National Assembly and it tells us that anyone who wants to change the gender can go to NADRA and tell them to change it and they will make it change, without the prior consultation with doctors, radiologists and other medical and psychology personnel and that is the alarming thing. The other thing is that this document does not contain any text that refers to the gender named as "X" and the person belonging to X gender cannot marry anyone and that is the main issue that is causing the problem.
Let's suppose that gender X thing is real even in that case the self perceived identity is not acceptable. Self perceived identity is based on what a human think and most probably the person is having some psychological issue and therefore he is having feminine vibes or she is having masculine vibes. These vibes can change after a while. Then what?
There are many cases in humanity in which someone is the only boy in his siblings or only girl in her siblings and that do affect his/her self perception but it does not change their gender in reality.
And there are many islamic and social laws which stand only on the gender like INHERITANCE, MARRIAGE, WORK & HOME BALANCE, WAY to PRAY, ABLUTION, GHUSL, GHUSL e MAYYAT, AHKAAM e DAFAN e MAYYAT (If someone dies the way to give him/her ghusl, Kafan and Dafan differ based on the gender), PARDAH, HAJJ and many more.
Therefore I think "TRUE GENDER IDENTITY" is vital and "SELF PERCEIVED GENDER" is garbage.

For me, I had a few experiences when I was little.
The first time that happened with me was when I was 9 and I went to Pakistan for my brother's wedding at that time.
It was night and the electricity was off in the entire village.
I had to walk down the road to reach a store to buy snacks. I didn't opt for a torch haha my dumb head.
So I was walking down the road and there were lots of trees. I heard a sound which sounded like a thing just stepped on a branch. I looked back and stopped. I had a small lighter in my pocket which had a small torch in its bottom. So I just used that at least enough for me to see the outlines of the thing. So, I shone the light on the trees and God I saw glowing eyes. I might think that was a car or an owl, but that figure jumped down and it had like a brown burka on it and it just vanished.
Being 9, i thought I was dreaming or have watched too many scary videos😂
But then later when I was 11, in Hong Kong, i and my cousins were playing hide n seek in a park. It was my turn to search for them and I found them almost everywhere except some places. And one place was like a huge tunnel which was dark inside and had a big door that was chained up. It's a warehouse, but it looked really creepy.
I went in there and saw a figure of my cousin who is 2 years younger than me.
The back was facing me. I recognized her by her hijab obviously. I called her out but she didn't respond. I called her out 2 times more but when she didn't respond, I puled her to face me and when I saw her face, the was literally nothing. Like nothing. The hijab was there. But in that, everything was black. She had no face and I screamed and ran out of there. My cousins were outside the tunnel waiting for me after hearing my scream an there I saw my young cousin. I was petrified. But because if even I didn't believe in such existence, my cousins would make fun of me😂
Later when I went to Pakistan, i was fourteen and this one's about sleep paralysis. I was sleeping in the room that was closed when I wasn't there, but I didn't care much. Until I woke in the middle of the night, I was not able to move, i saw a figure near the window that began climbing the wall and then I heard a loud scream that lasted for so long for me until I was able to move. I was done☠️
The next year, fights increased in my house and my dad and my brother went to a masjid in Murree and there, although taking videos was prohibited, my brother still took a video and he showed me the video when he returned. In the video, there were literally people screaming and banging their head on the floor or the walls and the screams were petrifying. Also, that Qari said my house is under someone's spell and to burn some surah papers for a week, after that, in the corners on the walls of the house and on some trees, threads, hair and some papers were found. And they brought that back to Murree, and the Qari asked my father to drown them in a river.

Transgender are not khwaja siras. Thats a point to be noted. Khwaja siras are called intersex. Transgender are the people who change their gender medically. Like if a man says i have female interests and feel like a female he can change his gender to female. Which is a sin and Islam condemns this act.
