Nope. That's how the spell works. You get a power pip if you use a 6 pip spell or if you are hit by a 6 pip spell. It's intended

​@@AtomSquirrelit's not if you use a 6 pip spell, it's if a 6+ pip spell affects you in any way. so hitting someone with a hydra gives you nothing, but echoing the shields counts and gives you the power pip
