Exactly. I'm 58 years old and we were getting shot at as young as 12 and 13 in Los Angeles in 1977/78. The adults wouldn't even talk about it. Denial of the obvious. I actually thought as a kid that it would eventually change, but here we are, over 40 years later, and it's only gotten worse. That largest black export out of LA is "Crips". Gotta love Snoop Dog!

Why did the first report of this incident mention that during the actual 9-1-1 call about this, the dispatcher says "a report of a DISPUTE with a weapon..??". A dispute demonstrates that it wasn't completely a random incident...?

Believe it or not, it use to be somewhat safe to stand at the bus stop in the wee hours of the morning. I use to have to do it at 4am and 5am. I'm not sure what has happened to Atlanta more recently.
