to be honest i completely agree about the 'true aggression' part, its extremely rare for a dog as young as 9 months to have learnt true aggression and it was most likely as you said in the video just sheer overexcitement turned into frustration, my pup had the same issue around 5-6 months or so, once i finally started giving him more freedom to interact with dogs when appropriate (plus corrections when needed) is what allowed him to get over his issues on the lead. Sometimes he will still try every now and then (usually when sitting stationary in very close proximity to other dogs) but its much more minimal than before
