I am no expert either, but if I’m not mistaken the original M4 barrel is 14.5 inches (37 cm), so yeah this one seems a bit shorter, more like an MK18. And the carry handle probably already came from factory, but maybe not, but Colt ones usually come with a carry handle.
The original design is the M16a1 and it comes with a 20 inch barrel. Special operation forces wanted a more compact design so the M16a1 was modified by cutting the barrel back to the front sight base/gas block which left it with a 16 inch barrel. That particular design was called the “dissipator” and proved to be unreliable due to the gas system timing being off. Colt fixed that by designing a new gas system further back and shortening the buffer system. In addition to increasing the reliability it also allowed them to cut the barrel down even further to 10 inches and replace the long fixed stock with a newly designed collapsible stock. This new design was designated the XM177 (a.k.a. The Colt Commando). The new XM177 was so handy that the Army wanted it in the hands of every infantryman but the 10 inch barrel didn’t provide the range and power of the original 20 inch M16a1 so a compromise was born. The M4 featured the same gas system as the XM177 but with a 14.5 inch barrel (halfway between 10 and 20 inches). TLDR; So yes, every M4 has a shorter barrel than a full size M16 and will have a longer barrel than a Commando. The placement of the front sight base is determined by the length of the gas system because it is a part of the gas block. The front sight base gas block is optional and can be replaced by a “low profile gas block” that does not double as a front sight and can fit under a longer hand guard, such as the MK18 or M27. The heavier buffer was required to allow enough pressure to build up before unlocking the bolt to operate the system and resulted in a slow rate of fire. That gas system and or buffer system is perfectly tuned for it to have that lower rate of fire whoever built that did a great job .
