well engines have not been run for 3-ish decades, no powder, no 16 inch shells, propeller shaft boxed in, etc.. , plus her homeport was not in the black sea in 2022. she would need to go back into drydock to have reactivation job done, so 3+ plus year and few billions $ it could be done but why.
