The chime rod and coil gong combo is lit! The Westminster chime is pretty fast though…may need some work on the chime mechanism, or the governor but honestly it’s not that big of a problem. As long as the clock works

The correct term for the spiral model is "coil gong". The very end of the hammers may be leather, but I'm betting the other parts of the hammers is steel or metal. The "watch" model is likely a discontinued Junghans mantle clock.
I have an old onr likr this but it's a musical clock. Gongs on 15,30,45, and then the westminister music at the hour. More like a vatriation of handel..
