One thing to note is that, camera's are always rendering unless turned off. Which is terrible for performance. Its best to program the main camera to shift position and rotation to an empty object instead. Or make the camera a prefab with a script that turns off when the player is out of the boundaries.
Can this be incorporated with having static images overlaid on top of the 3d space, (with the all the characters and models rendered over the top of the image), like classic RE? Edit: I guess you would make the 3d environment transparent to the camera and put the static image behind it instead.
