I am studying for my Masters in my field after hours and I am shocked to see how much relevant knowledge and understanding I am gaining. First get your degree and an understanding of the field you want to work in and then gain experience and "tricks of the trade" on top. So we can serve our country best. Work and study...study and work...do it all

To another way of looking at it. The incorporating ord is competency, simply because it's a combination of three key attributes: 1. Insight-IQ(Qualification falls in this attribute), Skills-Ability to solve problems(Experience fall in this attribute), and lastly Attitude-EQ (This includes soft issues like integrity, interpersonal relation, etc). Attitude is everything and is often ignored. Unfortunately, a lot of qualified are employed in the government but with zero/below skills, and mismatched attitude (Genesis of corruption). Simply as that.....

Competence can only be determined through application of the theory. The two are NB and those that have a qualification must be given the opportunities to expand their skills. On the issues of the South African Engineers vs Cuban Engineers, What is being said is that there are enough senior engineers to supervise the engineers that have little to no practical experience so that they can get the experience and the work will be done just as well. South Africans must be put first and the decision to get expats is sending the message that the south african engineering sector is incompetent and that's not correct. Money should not at all be leaving the country to support other families when there are families right here than can benefit from the hardwork of their own.
How will we become patriotic when at crucial points adverse decisions are made.
They must find another way to strengthen their political ties.

I have been passed up for promotions cause of people coming with degrees but no experience then I am expected to train the person with a degree which is why I have changed job 4 times in 5 yrs. Perfect example is logistics you can study logistics and transportation but the module only cover 20% of practical needs 80% is useless
