Nobody is meant to understand Life on Mars (the series) until the last episode of Ashes to Ashes, where it all comes together. The ending of the last episode closed it off so completely there could never be a sequel. BTW, I am a lifelong Bowie fan and I am sure he approved of the surreal programs.
***** The end of Life On Mars was fairly clear (Sam Tyler was in a coma and when he finally came out, he decided he preferred 1973 and committed suicide to go back)....but if you feel Ashes to Ashes subsequently ruined it (or your original interpretation of it), you don't have to think Ashes to Ashes ever happened (i.e. go back to your mindset in 2007) or think of it instead as a completely unassociated show with no link to Life On Mars...if you know what I mean
