because minions scales with your team average level. higher level = higher damage

You get some hp and ap while having a refillable potion. Its the only ap item at 350 gold
With tp refillable is quite valuable and if you get kills its a dark seal so its nice

Your minioms scales with your team avarge lvl, so lets say in your team avarage lvl is 13 and enemy is 11, your minioms will have more hp, dmg and armor so they gonna alwasy push towaradz enemy base
