Its a rule of thumb. If you play a stone to get directly ahead of two or three of your opponent's stones, it typically goes well for you. And you can do this twice...liberties and situation permitting.

If i understand you right, what you're describing would be a triple ko which would result in a draw as the board would repeat infinitely.

The saying is “hane at the head of two or three.” Hane is that shape when the stones wrap around your opponent’s stones
