I'm guessing the Amtrak diesel was left in front, so it could still produce air conditioning for the passenger cars, which it probably wouldn't be able to do from the observation car.
+Robert Kersey Sorry about the late reply, but the air horn was always on 261 ever since it was built, as for the whistle that was on there since the 1990s or 2000s, so its nothing new.

+Conscript ANRSSAWS The excursions are Amtrak certified, so they have to use a diesel with the train, and for the cars, they cost money, since 611 is funded by NS, they're able to get more cars and do more excursions, 261 on the other hand is owned by a non profit organization, and not funded by any railroad.

I notice a few changes they did to the 261. They moved the bell, they added an air horn, and a new whistle.

Isn't the Amtrak diesel for HEP as well? Because the 261 probably doesn't have HEP capabilities.
