You can clearly see him miss several shots. All they had to do is pay attention to that detail to see he's not cheating. Sounds like they have a skill issue. 💀
Tbf you usually can toggle those things on and off. At least on tf2 I have seen a few do that.

it's mostly bc of the real cheaters, they aren't too rare in the game. especially since valve basically is done with the game

you can clearly see the smokers green particle, and from experience you learn the clip brushes you can stand on, thus deducting where the smoker was, plus looking carefully you can find the head of the smoker. people seriously lack gamesense and just say "aimbot!!"

cannot fault the other players, if you running a custom config you will see things differently than a vanilla player, speaking from experience im a vanilla valve server versus player and custom configs almost look like cheats
