GI Joe flopped because there was no character building. As a GI Joe toy fan that never really watched the show I can say without a doubt I knew nothing about the characters or had any reason to care about them.
I know the toys had back stories but I didn't read those. Was a battle of the joes until the paint wore thin.
I did try to watch the movie though just got 15 minutes in and had no care for any character. Didn't feel like there was one main character or any back story. It's poor performance was easy to see from a story telling stand point.
Similarly to Death Note live action they put to much on the audience to have a connection with the show to make the movie work as a stand alone. Tons of peeps don't do animation and you've now isolated a movies growth by prerequisites... not gonna work well.
