Ketu + Moon @14deg w/ 1 deg separation in 5th house Virgo. I make quick decisions in areas and circumstances that I have experience in. If I am new/naive on a subject or set of circumstances, I will take longer as I try to learn/observe and make a decision that I can carry forward deliberately.

It might be good. I only briefly met someone recently so I don't know their history too well. But their fourth house(degrees/diplomas) lord is not too well placed; They have a couple benefics in the 9th(Professors/Gurus) and the lord of the ninth ok placed in the 2nd. They did tell me they spent many years in school getting a few degrees in various topics. Their mind (5th)seemed strong and intelligent too. Their 5th lord however was exalted, and the 5th house itself had no aspects/conjunctions - except Jupiter aspect from ninth. They had very little desire for 'romance/fun and games'(5th) - rather seemed focus on Societal contributions and goals (their Rahu in the 11th). Didn't look at the nakshatra sign of that Ketu and it's location/dignity. So you might have to consider a few things in your chart.

Navamsha is 'qualifying' what is 'promised' by the D1 - Not the determining outlook as what you are implying.
