if u can allow yourself to make good use from kirovs it's because u're so much advantagious against your enemy that u can just bully him with those, but if u really want to make progress with soviet air, just go mass choppers, it's like mechanical rookies, and rookies are really good btw
When you're so good, all the enemies unify against you just to try to have longer game against each other.

Kirovs sucks. Very costly, hard countered easily, and not effective enough to justify the rest. Helicopters are way better.
