OAK-1 is still under active development and while it is possible to use it for face recognition, from what I understand there are no tutorial on that yet. + for Azure IoT integration you will need to connect it to the Internet (with PC/SBC/MCU). Jetson Nano 2Gb seems like a better choice here
While I think it might work, but the result will be sub-optimal. The bottleneck will be the image transmission speed from IP camera to Movidius chip. If you want to use Movidius chip and external camera why not take a look at Intel® Neural Compute Stick 2 (Intel® NCS2)?

But Movidius has been around for a long time and has been used in a variety of applications, including commercial ones(for example DJI drones). So, I don't think Movidius chips will have the same faith as Joule, Curie, Galileo and Edison boards

Weeds in the grass... Sounds like purely object detection task, no depth image needed. OAK-1 should do work just fine, with YOLO v2 or YOLO v3
