Old school if the rainwater downspout is tied into the sanitary side... Combined sewers can he problematic I guess if they get overloaded in storms but that being said a good heavy rain storm does flush them out on occasion
Not anymore in NYC the DEP use smoke trucks to check. They put out a notice to to make sure you have water in all traps. If the see smoke coming out of your gutters you have a problem. Everyone had to plug the outside gutter inlets and redirect the gutter into the grass. City ran a program offering rain bucket kits to help catch water for plants and cleaning cars. In parts of long Island that had septic tanks it would be dumb because you overload system.

6 hours to be exact! I watched the sun set on that job ,but unfortunately the camara kept failing and I made the best of it.
