No, Goten is actually very lazy. He just plays around, he doesn't really train properly. So Gohan is still stronger than him. It's just that he should be on the same level as Goku or higher, simply because his potential to grow is higher.

The fact that gohan was so easily able to eclipse ssj3 goku just by his hidden power being unlocked further shows that if gohan were as training savy as goku, he would be on an entirely different level than goku and vegeta with god ki. And if gohan obtained god ki, he would most definitely be stronger than broly, jiren, and possibly beerus.
