Most EA and Bookkeepers I know and work with know more then most CPA. Every time I ask the CPA they are unsure of the answer and refer my to a bookkeeper.

I’m not sure if you found your answer already but you must be 18, have your taxes paid up to date, and pass the three separate proctored exams.
