Do you mean in the root ? That is called as cortical cell (cell at cortex). But in leaves section, cell between upper epidermis and lower epidermis is called as mesophyll. Mesophyll cells that are near to upper epidermis is called as palisade mesophyll. Mesophyll cells that are near to lower epidermis is called as spongy mesophyll (has many spaces between themselves)
