THE SHORT ANSWER: To fix the "unable to render" error message, go to FILE - PROJECT SETTINGS - GENERAL - RENDERER - MERCURY PLAYBACK ENGINE SOFTWARE ONLY. ✅

Tried all the suggestions, the one that worked for us is putting the export in qued and using media encoder to export the video. (March 2020) in CC premiere does have some issues with the broadcast safe levels color grading and broadcast safe audio. Media encoder worked for us after trying many things. I even created a new project and imported the sequence and from there used the media encoder. I sent the crashes to adobe but they found nothing, not sure what the bug is.
I solved this problem rather unconventionally, after trying all your solutions on my 1 hour 36 minutes long video, I came up with a cunning plan. I exported it as 15 minutes long individual videos (by looking at the exact point in time). So I basically had 6 parts of perfectly exported videos. I opened a new project, put them all together perfectly, and exported again, it worked like a breeze! ❤️
In my case this work around does not solve the problem. Had a project with photo's, did lumetri colour on them(whites and black), as soon as I did remove the lumetri tweak on my photo's my problem was solved. *some people report to have success with importing the current project into a NEW project.* After this error message, check your timeline, investigate the red part, try to disable some lumetri effect, do a complete RENDER IN- TO OUT so that the timeline becomes green and try again to EXPORT.
Just nest every clip you add an effect on and at the end nest the whole sequence. That should work, if not THEN do the slow render using the "mercury playback..."
For all hard-working filmmakers who have this issue still in 2020: I get an error for only software rendering as well. For me the solution was to search the areas which are leading to problems in the rendering process. Mostly the problems were complex transitions or effects. My solution: 1. Save your file with a new name and delete these transitions or areas which lead to problems. (Dont delete the basic clips --> you need to have a basic clip for later, you just can delete transitions or effects, with that I mean elements which are attached onto your clip etc.) 2. Render the "new" file without these effects. 3. Import the rendered file into your old project and copy the problematic effects onto the full rendered clip. (You may have to cut it or nest it etc., so the effect applies) 4. Render the already rendered clip with the old effects attached on it. I hope I could help you, for me this solution works nearly every time.
Here's how I solved this problem: I found which part of the sequence was getting the error message by pre rendering the video inside premiere and seeing where it froze. In my case it was a simple cross dissolve. I shifted the effect a little bit to the side, to change the frames that were being affected, tried to render again and it worked. Since the message said it was unable to produce a frame I thought to play around because changing the way the effect was applied would change what was in each frame so the result would be different.

This isn't really a fix, more of a "last resort" workaround when all else fails. Having spent hundreds on a GPU to speed up export times, turning it off and not using it at all is hardly ideal. I appreciate that if you need to get something exported RIGHT NOW for a client and nothing else works, this may be the only option but it's certainly not a fix. I've had similar Render Errors (slightly different error msg) and copying/pasting everything into a new sequence and exporting that has helped - worth a try (see my channel for video on this).
Switching over from CUDA to OpenCL solved it for me and exporting the video was just a little slower than CUDA compared to the extremely slow software only rendering
Confirmed this worked for me when I had this problem for Pro 2023. Version 23.6.0 (Build 65). Was for a video that was 40 minutes long, with lots of Essential Graphics. Took a total of 1 hour 40 minutes to render all the way through. At first the fix didn't work for me, so I exited out of Premiere Pro, applied the software only settings, closed out of Premiere Pro again and it worked the second time. Thanks for the video!
Its not a fix, its a workaround. It means there is an issue with the grapics card. You either redo the effects at the given time on the timeline or export the problem area to an intermediate file (with or without MPE) and put that on the timeline.

Make sure if u do the same then before Savin your project change that settings again back to CUDA and make sure that This effect requires GPU acceleration was not showing and then save that project and open it in after effect and export it from there QuickTime or H.264 up to you
In my case, i solved these type of error like i create a project from project manager then i delete all the adobe folder then i start the copied projects and it runs smoothly as well as render also
I had the same freezing problem during rendering...what I did was I rendered preview and then export to queue for Adobe Media Encoder to render the project, and it no longer froze and the rendering was fast too.
Hi Kyler, this workaround is ok to fix the rendering issue, not ok to keep using a big CGU + CUDA for rendering. So I tried many other fixes, and finally found a way to use it properly. I will make a video to explain this on my UA-cam channel. Thanks for sharing your story.
I was having this problem but my settings were already set to what you suggested so I tried closing the program and when I opened it back up it rendered no problem.
Do you keep the same export settings ? Would you go from a VBR 2 Pass to maybe 1 to help with the render time ? You should do a video on the export settings for when this error occurs

I didn't edit my videos extensively until recently so I never faced this issue but now my RTX 1050 Ti isn't capable of keeping up with the editing I do... F. The time flies by and the hardware gets outdated to fast😔I used CPU only export and it did export.
i bought the creator fx bundle a while back and I have this issue when I use the twitch effect by that one blonde kid that you gave a tutorial on. when i use this fix the output export has the text written in it that says GPU accelerator required for this effect in red and ruins my export. Is there any workaround this?

I have encountered this problem couple of times as well, what i did was render the video parts by parts, especially those with red lines on top. Then find the error footage, I chose either to replace it (Usually it is a small part) or I re-edit it again, most of the time it works as well.

But when I set the Renderer in the Project Settings to the Mercury Playback Engine Software Only I get "This effect requires GPU acceleration" from different parts featuring, I guess, the effect that requires rending using the GPU. Should I just exclude the effect or is there some other way to fix this?
I find a technical issue with this software. this software is working well but the problem is when i render my video. the rendering was half of way ruing it shows a error message. Hello mate i had the same problem but after a lot of time i was able to fix it and still working on cuda acceleration. I installed the latest Nvidia Drivers and the Cuda toolkit. After some settings (like set the GPU to performance mode and not quality and some other things) i can now render and preview 4k video using cuda without any issues. Just check it out it may help you.

After 4 days of pain, exported using software renderer in 2018 Premiere since my gpu isn't supported past that version. Davinci Resolve is starting to look more solid to me.
I've found my error disappears if I close any application that plays video, including youtube and paused videos. with nothing else open except premiere and after effects if you use it, I can render with gpu acceleration with no error. Give it a try
Simon Tester the restart with no other apps open helped me too; had a really long queue with scaled down 4k footage; cuda error when I first tried to encode, works fine with cuda after restart
TRY THIS: 1) We got this same error! Tried all the other hacks. The only option you are left with is: Software Only (For Rendering) However this was taking 7.5 hrs of rendering time. 2) When you get this error. Probably Adobe will also show you btw which time period the error is happening. For us, this was: 3:27-4:05. We noticed that there was a lot of sounds, masking, and other effects btw this. Which was probably making GPU overwork. Hence we made this specific time little simple (removed masking, sfx etc) and it got exported like a charm with CUDA GPU. TRY IT. IF IT WORKS. Because my computer is somewhat outdated and slow I usually cut up a project into smaller pieces (~ 1 min) that are rendered with some temporary codec (so that I can re-render only those that I am not satisfied with and not the whole project9. I have had this problem recently and I simply couldn't render my short pieces. This was a rather complex project with several 4K clips mixed with FHD clips. I think that the whole (complicated) project has something to do with this error. When I cut up the long project into smaller pieces (only 2 timelines in each, others deleted) ME flawlessly rendered all my timelines using GPU (CUDA) acceleration. When I start rendering I stop working in Premiere (which is a silly thing because that is the reason why they made Media Encoder -- but I wanted to be on the safe side, -- I'm still testing this). Just a thought, it may help others as well.
BIG HELP guys: I have done some multicam sequences split into 3 groups and from there I used these 3 groups (mutlicam sequences) to do the final edit to a music video. After ive done the final edit, I cant render or export at all. The whole thing is stuck in the beginning.! With no progression.! I tried to copy everything to a new seq, to open the seq and the whole project to a new project, (this mercury playback option for me is grayed out) and I have no idea what else to do. I think that I found the solution for MacBook Pro users with double 3D graphic card (Intel Iris and Gforce or Radeon). You need to go to Energy panel and unselect the "Automatic graphics switching". After this, delete all the video cache preview and select render with Metal (No OpenCL). Try to do this, and let me know the result.
My problem is that the effects im using on the video doesn't seems to work with the mercury playback engine software only, it works only with accelerated GPU
I did simple thing and it solved the problem without doing anything else. Make sure all the media in the timeline are selected using CTRL+A, then right click on any of the clips and uncheck "Enable". After that repeat the step and enable all the clips again. It seems like some problem with effect or transition was making Premiere block and unable to render.
I have 6 systems with quadro M4000 and one with quadro M2000 its working fantastic but recently bought GTX 1650 on that one its unable to render on Cuda. Works on software mode but that is slow.
My project kept getting stuck while rendering when it got to an mp4 clip. It seems Premiere Pro is known for having issues importing mp4 clips, but since I got them into my project and had been editing them I figured I would be alright. I tried all the suggestions listed here and more, but nothing worked until I simply upgraded to the latest version (12.1.7 or something like that). I used the program 'CC Maker' to upgrade painlessly and efficiently, highly recommended. WinRar couldn't open the zip file CC Maker came in, so I had to download and unzip with 7zip. Other than that it was perfect. Restarted the computer, reopened project and no more issues for me.
i kinda found out a way to actually fix this. my chrome had been running for 2 hours along side my project. it took 50 percent of my cpu and some ram. i closed it, restarted premiere and everything workd smoothly. just reduce your PC’s workload and you should be fine.
I exported the video using software only, it worked but some video effects disappeared from my video 😭😭 ..PLEASE HELP MEE!!.I tired alot but couldn’t find any solution.
2020 - it's still here !!!! Try this method, if above fails - create a new project and import selected sequences to this new project - now everything should be fine !!! Hope it helps !!!
So it worked thanks for posting this. You weren’t kidding about the extra time it takes! BUT a long render time is better than constant crashing which actually ends up taking much much longer and results in pulling your hair out!
the quality difference is massive after i switch, once i export will the quality be the same? the difference just being the length of time it takes to do so

it didnt work for me, but what actually did fix my problem was to decrease the motion tile output, (width and height) if you have applied the effect.

I've found my error disappears if I close any application that plays video, including youtube and paused videos. with nothing else open except premiere and after effects if you use it, I can render with gpu acceleration with no error. Give it a try

Ive done that with some success (kinda). A full computer restart with only media encoder open, seems to help.
Simon Tester the restart with no other apps open helped me too; had a really long queue with scaled down 4k footage; cuda error when I first tried to encode, works fine with cuda after restart

TRY THIS:
1) We got this same error! Tried all the other hacks. The only option you are left with is: Software Only (For Rendering) However this was taking 7.5 hrs of rendering time.
2) When you get this error. Probably Adobe will also show you btw which time period the error is happening. For us, this was: 3:27-4:05. We noticed that there was a lot of sounds, masking, and other effects btw this. Which was probably making GPU overwork. Hence we made this specific time little simple (removed masking, sfx etc) and it got exported like a charm with CUDA GPU. TRY IT. IF IT WORKS. Send us blessings!

Because my computer is somewhat outdated and slow I usually cut up a project into smaller pieces (~ 1 min) that are rendered with some temporary codec (so that I can re-render only those that I am not satisfied with and not the whole project9. I have had this problem recently and I simply couldn't render my short pieces. This was a rather complex project with several 4K clips mixed with FHD clips. I think that the whole (complicated) project has something to do with this error. When I cut up the long project into smaller pieces (only 2 timelines in each, others deleted) ME flawlessly rendered all my timelines using GPU (CUDA) acceleration. When I start rendering I stop working in Premiere (which is a silly thing because that is the reason why they made Media Encoder -- but I wanted to be on the safe side, -- I'm still testing this).
Just a thought, it may help others as well.
BIG HELP guys: I have done some multicam sequences split into 3 groups and from there I used these 3 groups (mutlicam sequences) to do the final edit to a music video.
After ive done the final edit, I cant render or export at all. The whole thing is stuck in the beginning.! With no progression.!
I tried to copy everything to a new seq, to open the seq and the whole project to a new project, (this mercury playback option for me is grayed out) and I have no idea what else to do.
Another project which I have done in the similar way it works and renders normally!
IF someone knows something please help.! Im desperate! FYI Im using Premiere Pro CC 2017.

I think that I found the solution for MacBook Pro users with double 3D graphic card (Intel Iris and Gforce or Radeon).
You need to go to Energy panel and unselect the "Automatic graphics switching".
After this, delete all the video cache preview and select render with Metal (No OpenCL).
Try to do this, and let me know the result.

My problem is that the effects im using on the video doesn't seems to work with the mercury playback engine software only, it works only with accelerated GPU
I did simple thing and it solved the problem without doing anything else. Make sure all the media in the timeline are selected using CTRL+A, then right click on any of the clips and uncheck "Enable". After that repeat the step and enable all the clips again. It seems like some problem with effect or transition was making Premiere block and unable to render.
"This effect requires GPU acceleration" within all the transitions and the scenes.
It's not nothing new. After appears this second problem. :(
I have 6 systems with quadro M4000 and one with quadro M2000 its working fantastic but recently bought GTX 1650 on that one its unable to render on Cuda. Works on software mode but that is slow.
My project kept getting stuck while rendering when it got to an mp4 clip. It seems Premiere Pro is known for having issues importing mp4 clips, but since I got them into my project and had been editing them I figured I would be alright. I tried all the suggestions listed here and more, but nothing worked until I simply upgraded to the latest version (12.1.7 or something like that). I used the program 'CC Maker' to upgrade painlessly and efficiently, highly recommended. WinRar couldn't open the zip file CC Maker came in, so I had to download and unzip with 7zip. Other than that it was perfect. Restarted the computer, reopened project and no more issues for me.
I have effects that require GPU acceleration. What do you suggest I do?

i kinda found out a way to actually fix this. my chrome had been running for 2 hours along side my project. it took 50 percent of my cpu and some ram. i closed it, restarted premiere and everything workd smoothly. just reduce your PC’s workload and you should be fine.

I exported the video using software only, it worked but some video effects disappeared from my video 😭😭 ..PLEASE HELP MEE!!.I tired alot but couldn’t find any solution.
2020 - it's still here !!!! Try this method, if above fails - create a new project and import selected sequences to this new project - now everything should be fine !!!

So it worked thanks for posting this. You weren’t kidding about the extra time it takes! BUT a long render time is better than constant crashing which actually ends up taking much much longer and results in pulling your hair out!

the quality difference is massive after i switch, once i export will the quality be the same? the difference just being the length of time it takes to do so

I was having a similar but slightly different error. mine was set to software only and when I changed it to gpu accelerated it finally worked.
i solve me adobe premiere cuda error problem, my i3 stop render 50 min video after 5 % but after my changing transiction, after i replace some hard transiction to common, my cuda start work again, with cuda render takes 3 hour _60 min full hd video
