Well if you knew anything about technology it wasn't connected to internet, the sirens are activated over radio signals and the "hacker" recorded each radio transmit when they do their testing of the sirens. Then he played all the recordings back at once with the same "encrypted radio signal" and activated them all and kept playing it over and over so they had to manually shut them down or turn the repeaters off. The only problem the "encrypted radio signal" they don't have a unique key to activate them so once you record it you can replay the signal and re send it over the same frequencies and the repeaters the state have repeat the recorded radio signal. I haven't check back up on it but I'm sure they now have sort of authentication process so when they send the signal out again using radio transmission it's only good for 1 time use. They would never hook them up to the internet what if they internet went down in that area due to a tornado. Radio signals are best cause mutiple locations can activate them along with repeaters make it redundant.
Those sirens are NOT connected to the internet. They are actually monitoring a radio frequency on the 800 MHz radio system. They controlled through an encrypted FSK (Frequency-Shift Keying) signal. Somehow someone was able to replicate that signal that the EAS system accepted. Siren systems are rarely controlled by the internet because the sirens would become useless if there was an internet outage or if the network was severed.
Now youre just throwing logic into the equation. You of all people should know that anything logical or involving work more than pressing a button is 1. Not their job 2. Not paid enough 3. Not within the budget (that nice 1.6billion system was though) 4. outsourced.

Cities need to stop putting systems connected to the internet , it needs to be an isolated Encrypted wireless access .
