heh, urgent, 5 months later here you go... not in that exact form, some places limit to 3 wheels, some ban 3 wheels, only allowing 4 and restrict pattern. anywhere there's a law allowing 2 wheel bikes, pedal cars on the road should be perfectly fine. searchable regulations for these things are probably available. here in nova scotia, wheel size is important, the outside diametre of one of the wheels, under 650mm, not allowed on the road, have to use the sidewalk, bigger, not allowed on the sidewalk, if it were both, penny farthings would be on the sidewalks, modified by age restrictions. also, we ban 3 wheeler pedal vehicles from the road. you'd have to look up what's legal limits for bikes in your area, there may already be specific mention of 4 wheeled pedal cars and you may need to carry a printout wherever you go, some hotel chain may have tried to use surreys(steel frame, canopy, upward of 10 seats) as guest vehicles and gotten them banned.

A body is still possible (approximately eur 600,--) but then the appearance of windows, headlights and wheel arches or even by yourself. What is the cost of shipping are, I don't know but that won't be cheap. The creation of a body of slats and softboard is for you might still be a better idea.
