As per my understanding, these type of basement level concrete belting (for mostly damping proof) is not required for Apartments ( with stilt ) & elevated landscapes for houses. ( since rain water never stored near by & damping will not happens correct ?!
This may be more applicable around Chennai areas.

its better to make it .. we can't predict whether it will happen or not ... in experience has seen in a building where it was a temporary structure for own use where we didn't provide this DPC , there we had issue regarding capillary action .. so in all the buildings we do this without avoiding ..

Bro, should we plaster both side of basement wall(inside and outside) or only inside before gravel filling. Without plastering they are filling gravels and the water also leaking outside of wall. Please suggest

Plastering is a precautionary thing bro ... if using red bricks we definitely have to plaster ..
