Without civil service reform nothing will improve in Pakistan. Our bureaucrats and civil service officers are corrupt, incompetent and lazy. We need to change the culture, the CSS exams and the society as a whole needs to realize there are no short cuts for progress.

I am from India and I think that bureaucrats in India are worse. It took 40 years for India to develop Tejas but took very less time for Pakistan to develop JF17. Also, you guys were quick enough to procure AMRAAMs. While we struggled to get good BVRs. Indian bureaucrats are the worst.
