Hi, do I need to enable the Dev Hub as well? After enabling the source tracking, I refresh the sandbox but I'm still not able to add the sandbox in the pipeline, with error saying that i should enable the source tracking.
Hi there! After you enable Source Tracking in Sandboxes, Developer and Developer Pro Sandboxes that you create or refresh have Source Tracking are enabled automatically. This means that you don’t need to have Dev Hub enabled to enable Source Tracking in Sandboxes. Hope this helps!

It is mandatory to refresh the sandboxes orgs if we have not activated Source Tracking for existing Sandboxes in production org?

Hmm... you've skipped some important settings for devops center such as Start URL and Manage Permission Sets of sf_devops_NamedCredentials
