To answer you question of how they got the tech they got it from apex from the Godzilla vs Kong which is 2024 and the new empire takes places in 2028. Monarch legacy is a prequel so gvk and new empire are generations after those events

If you pause when Kong goes to punch Skar King, you see the clearest and closest image of shimo
I saw a toy of Shimo or Shin I can’t remember in a shop for Godzilla X Kong so either of those are definitely in this film
If you slow down the footage when Kong punches scar king you can see Shimo’s face
Godzilla is literally rainbow in this movie. He’s pink, blue, and god knows what else!
