In the training manual there are a multitude of phrases they have to learn and this is one of them.
They are told to say it when questioning a suspect if the person appears to know what they are talking about and the reason is simple.
'Sir/Madam, I am not here to argue with you'.
It's a setup phrase, without saying it the implication is that you are agumentitive and uncooperative and therefore hostile and this warrants further upscaling of the situation as necessary - All the phrases you are familiar with hearing have similar intent - let the officer off the hook (that they caught themselves on) and setup the suspect for round 2 - ding ding !

If you check out Charlie Veitch's latest vlog, 5 mins in, there are two riding horses on the pavement, taking a short cut. It's a one way street.
That's illegal, and has been since 1835. My guess is they will try and claim the horse is a vehicle, in which case it needs a license plate, MOT etc...
