Riding like that on trails and keeping a low profile is an awesome idea! I was looking at these here in VA and it does not fall under the e-bike law because it does not have pedals. The best I can tell it could fall under an e-scooter OR a moped. The good part about a moped is that if it has two wheels, a motor smaller that 1500 watts, and you keep it 35 and under it is exempt from registration. Cars will not know that you are not a regular biker. However, you best set the speed limit to 35mph because if it goes faster it is considered a motorcycle. That means if you get stopped you can get thrashed with unregistered motor vehicle, uninspected motor vehicle, no motorcycle license, no insurance, and like ten other undesirable things. Most likely they will tell you to slow down but I dont like to bank on that. At least towing probably isnt an issue you would just have to push it home...
You're a smart guy. Don't sell yourself short. When it comes to repairing things look it up on youtube. You can find instructional videos on virtually anything, especially changing a tire, and there are plenty of tire and tube options for these bikes. Lots of videos about these bikes and aftermarket parts. You should be using Shimano brake pads for this anyway. Take the time to watch more videos on youtube. Then invest in some simple inexpensive tools. If you just take the time to educate yourself you can do most anything. It's not rocket science.
Taking the rear wheel off isn't too bad. Start by turning the wheel till you can see the chain master link, and have easy access to it. Remove brake caliper. Adjust chain to give a little slack/little droop. Remove the clip on the chain master link, remove the master link, and unwrap the chain from the wheel cog only. Loosen rear wheel axle. Take off wheel. I took the wheel axle completely out, and removed both the cog and brake rotor so I could mount the wheel on a harbor freight bike tire changer. The install is reverse, but make sure to adjust the chain evenly on both sides so the chain isn't cocked and binding. There's adjustment markers carved into the frame to ensure even adjustment on both sides. Hope this helps.
Most of the problems you’ve described are common to dirt bikes. In some states, maybe most, it’s easy to make dirt bikes street legal by adding appropriate lights and mirrors. Very easy in my state. Probably not in California.
