It can't be a quadratic equation because 4 is constant, meaning that it has no variable of y. Unless if it was like this y²=4y. Thank you for listening.

It means to switch the numbers. ⬇⬆
The numerator becomes the denominator and the denominator becomes the numerator.

The negative sign still remain same. You just flip the numbers ( the one on top comes down and the one down comes on top ).

Yes 5 has no cube root. But in that case you can end it like this 3√5, there is no problem.
