bill represents the author , and its weird powers represents the "decision of writer that can drastically influence the story" , its a clever way to put youself in the story like that :)
The funny thing is-bill was never ment to ACTUALLY be an important part of the show. He was basically supposed to be an ear-worm and nuisance to dipper, but fans LOVED the theories and the zodiac that it manifested Bills importance.
