Imagine if Eggman just flooded all the zones? I mean, I know that would have been hard for zones like Green Hill, and Chemical Plant, but I’m just saying. If I were Eggman, I would have won.
There actually is a hack for Sonic 2 where every single zone in the game is underwater and has it's physics. Although Sonic doesn't really drown. It's mostly a cosmetic and physics change

That was actually a mistake on the developers' part: They thought hedgehogs couldn't swim in real life, so that's why Sonic can't swim
