That is unfortunately terrible advise. The reason is "conflict". Obedience is compliance, and a dog that starts one without the other is destinied to have conflict develop where they wonder in their head what the should be doing. Bite work should start out with zero restrictions/conflict. Otherwise you get crappy grips and low commitment. Much easier to put out a fire than get one going.

You can never start too early. They do mature slower, but that has no restrictions on developing and increasing drive from the start.
Just give you a dog time to mature, I would concentrate more on obedience. Start the bike work around about 10 or 11 the outcome will be much better
