The Spartan 4 Program draws its Candidates from across all branches of the UNSC Armed Forces and their component Special Forces division, recruiting from among the most skill or talented veteran soldiers means that candidates joining the program already come into the program with several years of service under their belts and skills unique to their previous occupations within the UNSC. The main purpose of the program instituted by Rear Admiral Musa Ghanem (Previously the spartan 2 washout known as Spartan Candidate Musa 096) was to provide the UNSC with lethal combat assets without resorting to the conscription methods employed on the Spartan 2 candidates and the recruitment drives employed on the Spartan 3 candidates. The purpose of the Spartan Branch was to enable Rear Admiral Musa now known as Commander Musa to have administrative control over his Spartan IV opertives and ensure that ONI and the UNSC wouldn't use them as expendable assets like the Spartan 3's. This also came with the benefit of having a direct line of feedback between himself and his Spartans to ensure that any training or equipment deficiencies experienced by the members of a Graduate Spartan IV class in the field could be fixed and prevented from occurring with the next class of Spartan IVs.
There was also a Program before the main-line S-4 program. It was to make Spartans that didn't need the armor. Only due to it severe needs, it killed nine outta ten subjects. Ilsa Zane was functionally a success, though driven mad by the augments. She later rebelled, went Innie, and even captured a Guardian site for the NCA. She was even strong enough to beat Sarah Palmer in full Mojlnir, and survive the vacuum of space without a suit.
If you ignore the way the IVs behaved in Halo 4 and 5 and solely look at how they behaved on Zeta Halo in Infinite coupled with the fact they chose to serve willingly and proved themselves by passing special forces selection and training, I'd say the IVs deserve more respect.
I remember when playing Halo 4 the first time I meet the Spartan IV I felt something like veteran watching the new blood make fool's of themselves.
