I believe there's a setting in the config to change the max level. Unless it was removed.
You can set the max level in configs, you dont need a mod.

Actually a level 1 can theoretically beat a lvl 1000. If it has sturdy or focus stash with I think endeavor and something such as quick attack. I think I've seen it done with a rattatta.
