Seems Like Military, Mercenaries, and Duty would be filling those roles. Bandit Raids and random Mutant attacks. Shaking down Scientist. It could certainly work.

moderation is not always a good thing.. look at Steam or UA-cam. They used to be some of the best websites on the internet but they've declined considerably due to over moderation.
