Homeless people live on the street because of poor life decisions while pets don't have the capacity to make decisions like that and live with the consequences. As for the children of the homeless, there are countless charities and programs out there to take care of them.

By the way there are a lot of animals in much worse conditions who doesn’t even have people that do live on the street and are in a much worse position. I don't think America has been a wealthy nation for awhile, even before the big crash, and now it's what..14+ trillion in debt to other nations? Saudia Arabia has dominated oil-production for so long and there are quite a few billionaire-princes. The only reason the U.S. is such a large producer now is because we sold ourselves out to them so we could become an 'oil-garchy' essentially. And now those foreign countries and ours are slowly fighting billionaires, for the first time in history, in order to move onto renewable energies/resources.
I like to know where are all the rich & wealthy people in this country ? Instead of going around the world in their yachts and private planes they should walk the streets sometimes.
In this case, keeping the animals healthy and happy is a way of caring for the people. The pets are a sanity anchor, I imagine, if you're living on the streets.

Serious question, can he save the receipts for his treatments and claim them on his taxes?
I don't think he's charging them so volunteering would not mandate receipts, but he me be required to document any treatments.
