You can do it both ways
If you fill the lip liner in and then put the liquid on it stays on longer
kylie actually only wears the lip liners over whole lip so you can do it either way
Darker colors tend to look patchy so if you line your whole lips then put the liquid lipstick on it won't look as patchy.

No rules in makeup
Filling them in increases colour payoff and wear time of a lipstick. It makes it so that you don't have to reapply quite as much. Also, some lipsticks look super patchy on their own, even if the colour is nice.
Lip liner tends to make lip products stay better.
Almost everyone I know fills their lips in with a matching liner before lipstick or whatever to get a sharper line and stop feathering
well, kylie's tip IS to fill them in with the liner and then apply the lipstick....
