The power struggle for power in the pack is not true. In our whole history we have only fought one war and that was the Great War when we fight against the vampires and that is still going on.

That actually could be a pretty interesting fight I think have to give the edge to the Bears I think they are bigger and definitely more bulky than the Wolves and in the animal world, size matters. Also they can easily stand and fight on their hind legs, have larger claws and more versatile front paws. The Bears also have armor and even without it, I don't think the Wolves' healing factor will play a major role. It's not instant like Wolverine's and may require medical attention if bones are broken

Then again, if we are talking about teams, Wolves do have an edge considering they are used to working together, while Bears are more solitary. The Wolves could possibly come up with an effective strategy, but I still think they might need a numbers advantage if they are going to win.
The bears would win. More bulky, bigger than the wolves, more strength. Though it would be an almost even fight the wolves are more agile, and quick so they have an advantage at that point.
