How to approach this summons if 131(1A) has been sent to an NRI living continuously outside India for 14 years and at the time of receiving the summons the NRI is outside India.

Sir, mujhe summan notice under section 131(1A)date 27/8/2021ko mila. Jis mai mujhe enqary ke liye book of acount,s or documents ke sath chandigarh date 24/8/2021ko bulaya ji.jis notice mai 10000rs ki panalty bhi de rakhi hai 24/8/2021ko nahi pahuchne par sir. Lekin notice late milne ke karan mai nahi pahuch paya sir ,kya mujhe panalty lagegi kya sir or kya mere pass koi Dusra notice ayega kya sir, or mujhe notice ka javab kase dena hai ji mujhe comments box ya video mai jaroor batay sir aapki badi meharbani hogi ji
