Everyone it’s not a bug. Do other missions on the bulletin all the xion city ones first. Then fast travel to the camp and she’ll be there. I fast tracked so do that but do the side quests first from the bulletin like I said. She’ll be there after that

That is still a bug. You should not have to do those other missions first
@@Batman-jc5uc facts. I did the other bulletin missions available that i could actually complete then she was there once the wastelands becomes available
Go to the ship and after the cut seen you can talk to lily
How do you get Lily? I went to the location she was supposed to be in and she's not there.
When I go to the safe house lily isn’t there?

I'm having the same issue, it seems to be a bug
So you need to do the main mission then she will be at the location :)
