Paul, what is the ratio that you use Classic version and All new?
My decision to use one or the other is based on the type of content that a project might require. For example, if the client requires random question slides I'm forced to use Captivate Classic. If they are looking for responsive design I would likely use Captivate 12. Here is a great decision matrix created by Allen Partridge of the @Adobeelearning team that I frequently consult with. Over time the reason to use Classic will be less and less but for right now this decision matrix should server you well.
