cgroups give you a way to limit the maximum resources used, they don’t reserve those resources like VMs do. If a process doesn’t use all of its 2GB memory limit for example, the rest is still usable by the system. This is not the case for VMs, which allocate this memory in advance and hide it from the rest of the system. Hope this was useful. :)
