No, it isn't. I just retired from nursing. Young people don't stay here, because there are fewer amenities than many other places. If you like the outdoors, it can be a good place. We have one of the highest rates of cancers in Canada...steel plant is adjacent to the downtown core and there are plans for a ferrochrome smelter...also adjacent to downtown...the river bed is highly contaminated from steel mill here, and the tannery in Soo Michigan, arsenic, mercury, heavy metals etc. Was supposed to be remediated in the 90's but didn't happen. Physicians are planning to move if the smelter is built. Cost of living is high...they talk about Toronto, but rents here are 1200$ and up for one bedroom apartments. Not enough long term care beds so the hospital beds are full of people waiting for years for a bed in a nursing home.
