I called DMV and it doesn’t have to be a kit car. It can be a car built from new and used parts. So a hot rod, original body ect, they want bill of sales that’s all. It doesn’t not have to be a certified kit.
Just saw your video story, when going to B.A.R., ca. smog referee station be sure to bring all of your engine paperwork cause they will drag you thru the coals especially if the tech is a super liberal, I've dealt with them before and had to argue with them about everything.

I attached a manual wiper to the top of the glass and took it off after inspection.
