Hans J Morgenthau defined it as “ an actual state of affairs in which power is distributed among nations with approximate equality”. Further he told that balance of power is a “perennial element” in human history regardless of the contemporary conditions that international system operates under. The period between 1815-1914 is often called as the “GOLDEN AGE” of balance of power.

Balance of power is the one of the major system of international power politics. It distributes equal power, rights and rules among the different nations or states to analyse the problem of war and peace, also helps in maintain the power relations. Different scholars defined it differently like:-
