    Balance of power, in international relations, the posture and policy of a nation or group of nations protecting itself against another nation or group of nations by matching its power against the power of the other side. States can pursue a policy of balance of power in two ways: by increasing their own power, as when engaging in an armaments race or in the competitive acquisition of territory or by adding to their own power that of other states, as when embarking upon a policy of alliances.
    ■ Balance of power :
    1. One of the oldest concepts of international relations.
    2. Used to analyze problem of war and peace in international history.
    3. Universal law of political behavior.
    4. Basic principle of foreign policy.
    5.Part and parcel of a system of power politics.
    Different scholars defined Balance of Power differently, whether it's equilibrium or principle of action or a policy or system.

    ▪︎Palmer and Perkins :- Balance of power principle = Basic principle of international relations.
    ▪︎Innis L. Claude Jr:- "The trouble with Balance of Power is not that it has no meaning, but that it has too many meanings."
    ▪︎Sidney B. Fay: "Balance of Power is such a 'just equilibrium' in power among the members of the family of nations as will prevent any one of them from becoming sufficiently strong to enforce its will upon others."
    ▪︎George Schwarzenberger :- Balance of Power is an equilibrium or a certain amount of stability in power relations that under favorable conditions is produced by an alliance of states or by other devices."
    ▪︎Hans. J. Morgenthau :- "Whenever the term Balance of Power is used without qualification, it refers to an actual state of affairs in which power is distributed among nations with approximately equality
    ▪︎Dickinson :- Two usages of the term "it means, on the one hand, an equality, as of the two sides when an account is balanced, and on the other hand, an inequality as when one has a balance to one's credit at the bank."
    It is important to analyze that whether the system of balance of power works successfully with the changing scenario of International Politics and the changing power dynamics of nation states.

    Greetings of the day to everyone. The above lesson discusses about Balance of Power. Many theorists determine Balance of power as an international system, which consists structure for balance of power.
    Some points on Theory of Balance of Power are as follows:-
    1. Counterbalancing occurs regularly and maintains stability of the international system.
    2. Does not imply peace, but rather a stability maintained by means of recurring wars that adjust power relations.
    3. Alliances are key which are quicker, cheaper and more effective than building one's own capabilities.
    4. States do not always balance against the strongest actor. This strategy is called Bandwagoning.

    The balance of power theory in international relations suggests that states may secure their survival by preventing any one state from gaining enough military power to dominate all others.
    Balance of power, in international relations, is the posture and policy of a nation or group of nations protecting itself against another nation or group of nations by matching its power against the power of the other side.
    The term balance of power came into use to denote the power relationships in the European state system from the end of the Napoleonic Wars to WWI.
    Hans. J. Morgenthau:- "Whenever the term Balance of Power is used without qualification, it refers to an actual state of affairs in which power is distributed among nations with approximate equality."
    According to Kenneth Waltz: The international system is considered to be anarchic, with no system-wide authority being formally enforced on its agents. State monopolies the "legitimate" use of force.
    He also claims that:
    "Balance-of-power politics prevail wherever two, and only two requirements are met: that the order is anarchic and that it be populated by units wishing to survive."
    Assumptions:-
    • Anarchy
    • states are principal actors in the international system.
    Criticism:-
    •Richard Cobden criticize: unreal, inadequate, and uncertain system
    •They hold that Balance of Power admits war in IR, power-hungry.
    •Fails to account: nations are not static units.
    •Narrow view of international relations power-relations.
    •Mechanistic view of world peace.

    BALANCE OF POWER
    - It is one of the oldest concepts of International Relations
    - As a concept it is used to analyse problem of war and peace in International history
    - Universal law of Political behavior,
    - Basic Principle of foreign policy
    - Part and Parcel of a system of Power politics
    As a realm of a system of politics is witnessing changes so is the concept of Balance of Power.
    It is device of International management of Power.
    Balance of Power is also taken as a idea a level of evaluative currency of relative power positions of state in as actors in International Relations.
    It is difficult to define Balance of Power
    - Differently by different scholars whether it's equilibrium or principle of action policy or system.

    Balance of power has been guiding the decisions and policies of nations. It is regarded as being the only known modern device for management of power. It is indeed very difficult to define balance of power. It has been defined differently by different S
    scholars. Some right define it in terms of equilibrium while others in terms of disequilibrium. Some define it as a principle of action while others define it as a policy system.

    The term balance of power came into use to denote the power relationship in the European State system from the end of the Napoleonic war to world war l.
    Balance of power in IR, the posture and policy of a nation or group of nation protecting itself against another nation or group of nation by matching it's power against the power of the other side. Balance of power ensures the preservation of small and weak state. It's rules that no nation is to be completely eliminated , favors the continued existence of all state. Each state feels secure about its security in the balance of power system.

    Balance of power is one of the oldest concepts of international relations which is used to analyse problem of war and peace in international history. It is difficult to define balance of power as its not that it has no meaning but is has too many meanings. Hans J Morgenthau defined it as “ an actual state of affairs in which power is distributed among nations with approximate equality”. Further he told that balance of power is a “perennial element” in human history regardless of the contemporary conditions that international system operates under. The period between 1815-1914 is often called as the “GOLDEN AGE” of balance of power.
    Kenneth Waltz defined it- “the international system is considered to be anarchic, with no system-wide authority being formally enforced on it’s agents. States monopolize the legitimate use of force”
    Basic assumptions of balance of power includes- 1) states have interests and they try to secure it by all means.
    2) “power consideration” is the driving factor for policy decisions by nation states.
    There are several methods of balance of power: alliances, intervention and non-intervention, divide and rule, armaments and disarmaments.
    Types of balance of power include-
    ✅Simple balance
    ✅multiple balance
    ✅local,regional and global balance
    ✅flexible and rigid balance
    Arguments in favour of balance of power states- It is a source of stability in international relations. It depicts real picture of international politics i.e. power dynamics.
    Critical view holds - It is unreal,inadequate and uncertain system. It fails to account that nations are not static units. It has a narrow view(power relations of international relations).
    It is important to analyse that whether the system of balance of power works successfully with the changing scenario of International Politics and the changing power dynamics of nation states.

It has been seen as the universal law of political behavior and has been seen as one of the basic principles of foreign policy. It is a part of power and politics hence as the realm of power politics is witnessing changes so is the concept of balance of power.

    According to Martin Wright: balance of power is nearly . fundamental law of politics and possible to find.
    David Hume: distinction notion of balance of power.
    Balance of power has to secured through states efforts.
    1850s -1914= golden age of balance of power.
    1919- 1939 = unsuccessfully revived of balance of power.
    Kenneth waltz = theory of international politics ( absence of Central authority different from domestic politics )
    Anarchy and distribution of power are important term in international society.

    Thankyou mam for the lecture.The balance of power theory in international relations suggests that states may secure their survival by preventing any one state from gaining enough military power to dominate all others.If one state becomes much stronger, the theory predicts it will take advantage of its weaker neighbors, thereby driving them to unite in a defensive coalition. Some realists maintain that a balance-of-power system is more stable than one with a dominant state, as aggression is unprofitable when there is equilibrium of power between rival coalitions.

    Balance of power is the one of the major system of international power politics. It distributes equal power, rights and rules among the different nations or states to analyse the problem of war and peace, also helps in maintain the power relations. Different scholars defined it differently like:-
    🔸It's equilibrium of power among the nations
    🔸 It's a policy of power.
    🔸 It's a system of power.
    🔸 It's an action of power.
    Through this power a nation has a right to work according to their will and interest, no other nation can force another one.

    • The term *balance of power* came into use to denote the power relationships in the European state system from the end of the Napoleonic Wars to World War I. Within the European balance of power, Great Britain played the role of the “balancer,” or “holder of the balance.” It was not permanently identified with the policies of any European nation, and it would throw its weight at one time on one side, at another time on another side, guided largely by one consideration-the maintenance of the balance itself. Naval supremacy and its virtual immunity from foreign invasion enabled Great Britain to perform this function, which made the European balance of power both flexible and stable.

    ⚫ Balance of power, theory and policy of international relations that asserts that the most effective check on the power of a state is the power of other states.
    In IR , the term state refers to a country with a govt. and a population. The term balance of power refers to the distribution of power capabilities of rival states or alliance.
    ⚫ The balance of power theory maintains that when one state or alliance increases its power or applies it more aggressively , threatened states will increase their own power in response , other by forming a counter- balancing coalition . Balance of power is a central concept in neorealist theory.

    The balance of power theory in IR suggests that states may secure their survival by avoiding any one state from gaining enough military power to dominate all others.
    If one state becomes much stronger, the theory predicts it will take advantage of its weaker neighbours, thereby driving them to unite in a defensive coalition .
    When threatened , states may seek safety from others by balancing ,allying with other against the prevailing threats or bandwagoning , allying themselves with the threating power.

    It is the net effect, or result, produced by a state system in which the independent state as sovereign members are free to join or to refrain from joining alliances and alignments as each seeks to maximize its security and to advance its national interest.

    Balance of power in International relation , the posture and policy of a nation or group of nation by matching its power against the power of the other side . Balance of power ensures the preservation of small and weak state . It’s rule that no nation is to be completely eliminated favours the continued existence of all state.

    Balance of power is one of the oldest concept of international relations. It has been seen as the universal law of political behavior and has been seen as one of the basic principles of foreign policy. It is a part of power and politics hence as the realm of power politics is witnessing changes so is the concept of balance of power.
    Difficult to define Balance of Power, different definitions by different scholars -
    whether it's equilibrium or principle of action or a policy or system.
    ~ Martin Wright: “Balance of Power is a nearly fundamental law of politics as it is possible to find.”
    ~Palmer and Perkins :- Balance of power principle = Basic principle of international relations.
    ~Innis L. Claude Jr:- The trouble with Balance of Power is not that it has no meaning, but that it has too many meanings."
    According to Waltz , balance of power occurs when, given two coalitions formed in international system, secondary states, if free to choose, will side with the weaker, so aa to avoid being threatened by the stronger side.

    • Anarchy
    • states are principle actors in international system.
    Criticism:-
    •Richard Cobden criticize: unreal, inadequate and uncertain system
    •They hold that Balance of Power admits war in IR, power hungry.
    •Fails to account : nations are not static units.
    •Narrow view of international relations power-relations.
    •Mechanistic view of world peace

    🔺️States can pursue a policy of balance of power in two ways: by increasing their own power, as when engaging in an armaments race or in the competitive acquisition of territory; or by adding to their own power that of other states, as when embarking upon a policy of alliances.
    🔺️The term balance of power came into use to denote the power relationships in the European state system from the end of the Napoleonic Wars to World War I.
    🔺️Because the balance of power was now bipolar and because of the great disparity of power between the two superpowers and all other nations, the European countries lost that freedom of movement that previously had made for a flexible system.

    🔺️The fear of mutual destruction in a global nuclear holocaust injected into the foreign policies of the United States and the Soviet Union a marked element of restraint.
    🔺️The breakup of the Soviet Union in 1991 made the concept of a European balance of power temporarily irrelevant, since the government of newly sovereign Russia initially embraced the political and economic forms favoured by the United States and western Europe. Both Russia and the United States retained their nuclear arsenals, however, so the balance of nuclear threat between them remained potentially in force.

    Balance of power - there are various typology i.e multipolar , bipolar,. It is oldest concept which is used to analyse problem of war and peace. It's basic principles is foreign policy. It is device of managementof power in international politics. Balance of power help to evaluate. It 8s difficult to define balance of power. Many scholar gives various definition. Sidney b.fay said : that it is such a just equilibrium in power.
