@@piment0_420 take the ships with the most range only, the task force uses the range of the ships with less range only, so grab the carried or whatever has the most range only, set them on convoy escort and ask el Salvador for naval access
I don't know if you are still trying to get it or not, but when I went for it, I had the naval invasion on the islands (that you own at the start) closest to Mexico and El Salvador's port. Split the navy (I believe prioritize ships that have range, and you don't need all of your ships) and you the ships should barely have enough range to reach Mexico I hope this helps you or anyone else trying to figure it out.
