He isn’t the biggest criminal in the Multiverse. Billy is!
I mean, what are these laws? Multiple accounts of assault AND attempted murder is legal, but selling a monkey to a bank robber ISN’T? WHAT IS THIS CITY? I swear, if Billy attempts LITERAL REGICIDE against the Cosmic Princess or something, Shaw won’t care. He will be occupied by arresting Steve for things that could be solved with a simple fine.
Who makes these laws? Does this city even have a mayor or is it just some crazy anarchistic police state?
And IF the Cosmic Princess is the ruler of THE ENTIRE MULTIVERSE, wouldn’t she had noticed the things Shaw is doing by now and replaced him with a sane person? Either the Princess doesn’t have control over ANYTHING (which defeats the entire purpose of having her around), or she’s just very, VERY ignorant (which makes her a bad ruler in need of replacing).
Anyway, this system is really bad and they need to elect a new Multiversal Ruler.
